A second officer laughs when he realises he is being filmed, before joining in the punishment, which lasts a minute and a half.

If there is one group that faces special challenges in Southern Sudan, it is women. Principal among them is gender-based violence, which is under-reported and spreading given the long history of conflict, certain traditional practices and weak judicial systems, say specialists. Below are some key obstacles to tackling GBV in Lakes State.

We call upon the Sudan government, UN agencies, the African Union countries, Human Rights organizations, the International community and men and women of faith across the world to join hands and stop the Sudan Parliament whose majority represents the current Sudan ruling party. The parliament continues to legalise acts of violence against women and girls, by enforcing laws that directly escalate the prevalence of violence against women and girls in our society.

A Sudanese court on Wednesday sentenced 19 young Muslim men to 30 lashes and a fine for breaking moral codes by wearing women's clothes and makeup, a case exposing Sudanese sensitivity towards homosexuality. Many of the defendants tried to hide their faces from the around 200 people who watched as they were lashed straight after their sentencing. The men had no lawyers present and said nothing in their own defence. The trial judge said police had raided a party thrown by the 19 men and found them dancing "in a womanly fashion," wearing women's clothes and makeup. He said there was a video of the party and that one woman who was present had fled the scene. The defendants were charged with violating Sudan's public morality codes.

Sudan's president, Omar al-Bashir, has warned foreign election observers that his government "will cut off their fingers and put them under our shoes" if they urge the country to delay next month's elections. Bashir, who is seeking to win another term in the 11 April polls, was responding to a statement issued last week by observers from the US-based Carter Centre, which said a minor postponement may be required to address logistical difficulties. The vote is scheduled to be the first competitive election in Sudan in 24 years.
